Highlights from the POA Board Meeting July 27, 2026

- The following announcements were made:
- Employee of the Month – Peter Wakefield, Access Control
- Entry Fountain – the fountain at the entrance needs to be serviced, so it will be off for several weeks.
- Putt-Putt Golf Course – a resident, along with volunteers, will be partnering with the POA to totally renovate the putt-putt golf course at its current location. Funds will be allocated by the POA along with donations from property owners. An e-blast will be going out with more information for property owners who would like to volunteer their talent and time and for anyone who would like to donate. The renovation is planned to start in September.

- Constable Report:
Mark Cole was not in attendance as he was with his wife, who is extremely ill.
- Access Control:
Trustee Deta Rogillio announced the Access Control monthly statistics as of July are:
17 new names have been entered into the gate system for the year 2026. The total number of individual names entered is 2,057, and the total number of tags entered is 4,238.
When you turn in an RFID tag form, please put all the tag information on the form, including the letters in front of the numbers.
As of July 18, Access Control logged in 3,319 guests for the POA, 1,294 contractors, 274 guests to Marina Village, and 410 guests to the Club House. For the year 2026, 29,820 guests have been checked in for the POA, 13,393 contractors, 1,688 Marina Village guests, and 4,857 guests for the club. A total of 50,062 guests have been checked in so far this year. 2470 guests have been called in for this year. Welcome Autumn Randall and Kule Raci to our staff.
- ACC Report:
YTD – 6 new homes have been built, and 15 improvements have been completed. For the month of July 2026, the ACC application approvals were: Fences -2, Improvements -1, New Home – 1, Carport -1. The committee reviewed the ACC Policy for recommended changes.
- Maintenance Report:
Supervisor Chris Williams reported the summer mowing and weed eating continues as well as the spraying of curbs down Westwood Drive East. Installed cameras inside the new POA office and has begun repairs on outdoor cameras. Set up and cleaned up after the 4th of July celebrations. Repairs were made on the large excavator, and it is back working on Meadow Lake ditches. Due to rainstorms during the month, several trees fell and were removed and cleaned up, along with cleaning ditch lines for blocked culverts and limbs. Was working on the cause and repair of the transfer pump, but it has now been repaired.
- Budget Report:
Christopher Hinshaw, our financial manager, reported that the Association ended June 2026 with approximately $1,345,628 in liquid assets. The total Association operating income for the month of June was $523,270 and was better than the budget by $60,363. In-house collections contributed approximately $37,243 to the total income in June. The total operating expense for June was $523,270 and was over the budget by $2,541. The total payroll expense for the entire association was $27,386, under the budget for the month. The Association budgeted for a net loss for the month of June. The Association did better than the expected loss of $52,366. Year to Date the Association expected to have a budgeted net income of $919,413; however, the Association was over that budgeted amount by $291,980.
Deed Violations Report:
Christina Rowe reported there were 34 new violations, 8 at legal or Public Nuisance, and 50 open violations. This past month focused on yard maintenance, realtor signs placed in unauthorized locations, and improper storage of trailers, boats, and ATVs.
As of this report, 69 homes or lots have been sold in Westwood Shores from January to July 2026.
- Greens / Recreation Committee Report:
Did not meet; however, an email discussion was held concerning opening the pool for adult swim from 8:00 am – 10:00 am, and their input was given to the POA Board.
The following updates were given:
“Big D” Golf Tournament Update – It was the largest and most successful tournament to date. In 2024, it had 13 teams entered, and over the last couple of years it has grown to 46 teams (92 golfers). Golfers came from across Texas and beyond, representing a wide range of hometowns. They had 110 guests who enjoyed the pre-tournament dinner, and the tournament overall generated $22, 966 in total revenue for WS.
Marshall’s Update – Have not secured anyone yet. The 2 individuals that appeared to be signing up pulled back on account of the heat. There are 2 more potential individuals that will be interviewed this coming week.
Disability Flags –Josh originally ordered a test flag to make sure Westwood Shores could be put on the flag for identification. It can be, so additional flags were ordered and were scheduled to come in last Friday. The new forms are ready to be used, and as soon as the additional flags are ready, golfers will be notified to come in and sign up.
Beverage Cart – Runs on Fridays from 11 – 6 and Saturday and Sunday from 9-6. They have tried running the cart during the week on multiple occasions and found it was a monetary loss. When leasing the cart, it was intended to be a source of revenue, so weekday use of the beverage cart is not currently occurring.
- Country Club Committee Report:
Trustee Susan Keel reported the new committee members met and discussed the cleaning responsibilities for the 19th Hole area and the clubhouse facility in general. Discussed the need for a “duty checklist” for staff and, once completed, will be given to the community manager for review and use. Signage on the front door was discussed and will bring a recommendation next month.
- Roads and Maintenance Committee
Trustee GM Cox reported that the newly formed committee met and elected Lori Nelson as Chairperson, and Peter Black volunteered for Vice-chair. Tasks and areas of responsibility for the committee were provided by the Board liaison, as well as a communication email set up for committee members' use.
- Strategic Planning Committee
Chairperson Ron Auvenshine reported both the Marketing and Financial Committees have been selected. The Board has met with the Marketing Committee and is scheduled to meet with the Financial Committee. Emphasis was placed on the importance of everyone responding to surveys when they go out. The next survey is scheduled for January.
- Neighborhood Watch Committee Report: Did not meet.
- Civic Association Report:
Karen Matuszewski reported the following highlights:
- July 3rd was the 10th Annual Roll Parade, and there were 102 participants. The Civic Association passed out America's 250th birthday cake, and cupcakes were handed out.
- July 16th was the Italian civic dinner along with the art silent auction. $790 was raised for future artwork and will be used in the clubhouse once renovations are completed.
- August 8th is Social Bingo at 6:00 pm in the clubhouse. Entry fee is $5.00 or a Lotto ticket. Members get two cards, and non-members get one card.
- Communications Committee Report: Did not meet.
Items for Ratification: (motions made via email)
- Motion to approve the purchase of the used reels and bedknife grinder from Whispering Pines Golf Course for $15,000, with $5,000 to be paid now and the remaining $10,000 to be paid from next year’s golf course budget. Approved
Items for Consideration:
- Motion to accept the bid from Vincent Construction for a wood bulkhead at the Marina, of which measurements are approximately 200 lf and 180 lf in the boathouse area going toward the boat ramp. The cost is $51,680 or $136/lf. The contractor will assist in obtaining permits from Trinity River Authority. Approved
- Motion to purchase three new trash cans for the clubhouse. Two larger ones for outside and one larger trash can for the library room – Did not need Board approval as items may come out of department budget.
- Owners’ Questions and Comments:
The following questions and/or comments were in the POA meeting:
- I do not receive the POA emails, and I have not marked them as spam. Is it possible to have hard copies given to them for surveys? Yes, the Strategic Planning Committee will deliver hard copies to those who need them. Also, a test email will be sent out prior to the next survey.
- A suggestion was made to put breakfast tacos and hot dogs on the beverage cart for the golf course.
- Can the pool hours be extended early in the morning for adults-only swim? Extended hours should be available once special hardware is installed on the gates, and the Solo Sentry software is set up.
- I have 2 lots next to my house that have extremely tall grass. Why doesn’t the POA mow them? There is a process the POA legally must go through and contact the property owners. After 10 days, if there is no response, the POA may go in and mow the lots and charge the property owner.
- How many lots in Coach Village are owned by the POA and why are they not being mowed? The POA only owns a couple of lots in Coach Village, as the Trinity ISD owns over 50 of the lots and typically will not mow them.
- Are there park areas and green spaces in Coach Village? The POA staff will try to identify those areas.
- Residents wanted to emphasize that NO trailers should be parked in front of any house.
- I sent an email to the poaboard@westwoodshorespoa.com email address and did not get a response. Why did none of the Board members respond? The emails sent to that address are answered by the Board president and the community manager. President Deta Rogillio apologized, as she never saw the email. If you do not get a timely answer in the future, please contact the POA office.
- A suggestion was made to get a liquor license for the 19th Hole. The POA Board has been doing research on this request and should decide soon.
- Appreciation was noted for all the new pool furniture. A comment was made that the pool trash cans are not being emptied and tops are dirty. Cleanliness will be addressed with the staff.
- Complaint that POA employees are on phones during work time. This will be addressed by the department supervisors.
- Request for new signage on patio area “no smoking or vaping.”
- Request for new golf shoe brush cleaner by the pro shop.
- Signage concerning “no parking” under the patio cover is confusing. Could the signage be moved to better show the specific area? Staff will address this.
- Will the POA assessments continue to go up every year? The budget for 2027 will be completed and approved in November. If cost of goods and services, along with amenity improvements, are made, it is likely the assessments will go up minimally.
- A complaint was made concerning the purchase and installation of the Perry Weather emergency system. The POA purchased this as a safety mechanism for golfers, swimmers, and residents.
- Complaint concerning the POA staff is parking up front in the parking lot. Staff will be asked to park further away.
- Complaint the golf out-of-bounds markers are not “country club” quality.
- Suggestion the golf beverage cart makes weekday runs.
- Request that the patio area be washed down more often.
- Request for how much the POA offices renovation cost. The Board budgeted $150,000, and $131,000 was spent. Additional insulation not budgeted had to be added, and an air conditioner had to be repaired after the move-in.
- Concern was shared about the “mission statement” and how it seems to have changed. The concern was that property values were not being kept up. The mission statement was developed by the Strategic Planning Committee and adopted by the Board. The Board believes progress has been made, i.e., new pool, improved golf course, new fitness center, and better enforcement of the Deed Restrictions.
